Qualifications

Shirley Baumann, ISA AM, CAGA

Shirley is an accredited member of the International Society of Appraisers and is certified by the Certified Appraisers Guild of America. She has been conducting professional appraisals for over 13 years and is Wisconsin Registered Auctioneer #2135. Shirley has also been an antiques dealer for 21 years. Her ISA accreditations are in Antiques and Residential Contents, and Fine Art.

Shirley is qualified to conduct tax appraisals for estate tax or charitable donation purposes. Appraisers must have successfully completed the USPAP (Uniform Standards of Professional Appraisal) Course authorized by Congress and given by the Appraisal Foundation in order to conduct tax appraisals. This is a newer law, so be sure your appraiser is appropriately qualified for tax appraisal work. The USPAP course must be taken every five years, so make sure your appraiser is up to date.

While insurers, attorneys, trust officers and others don’t require USPAP, they are appreciative of the USPAP requirement. If you need an official appraisal, look for someone who has completed USPAP. It shows professionalism, knowledge of appraisal requirements and appropriate education. Anyone conducting tax appraisals, including those for charitable donations, must have USPAP.

Regular continuing education is a requirement for professional credentialed appraisers and auctioneers. In addition, Shirley holds a BS degree from the University of Wisconsin-Stout and has studied at the graduate level at the University of Minnesota-Duluth and the University of Wisconsin.

Shirley is a lecturer, speaker, instructor for Auctioneers Continuing Education program and writer. She is a repeat guest on Wisconsin Public Radio and has appeared on the American Pickers television show aired on the History Channel.
